What for you are waiting, just go & lodge a FIR with the police station where you live & give the name of your ex-husband’s sister as suspect/accused, just get a copy of the FIR & apply for the duplicate passport. As far the original passport is concerned definitely this lady must have destroyed it & the police will deal with her accordingly with her, either she will simply deny that she ever had your passport with her or will say she has already returned it to you long back & hence no use waiting to get that one back again from her even after the police intervention.

I would buy a good recorder and record the conversation regarding the passport with her. Once you have obtained the evidence, go to the police station. Lodge a complaint against her and give a copy of that recording as an evidence. That way she or a corrupt police can not trap you. Your passport is your property and anyone can abuse it. The police can charge that person for withholding your passport. If the police can not get your passport, go directly to passport office with a copy of your complain. They should be able to do something for you. Good luck and best wishes to you.

just go to Police Station & reopot the matter straightway & obtain a copy of F I R . If police is able to get your passport back. Then it is fine otherwise apply for a new one stating the complete stopry.
