You can apply for a UK Proof of Age Card. As long as it is a system that uses the 'PASS' hologram, it will be accepted as valid ID. Here's a list of schemes that use PASS: http://www.homeoffice.gov.uk/documents/pass-leaflet. The one I would recommend would be CitizenCard: http://citizencard.com/

It depends on where you live... in South Carolina and I have to go to the DMV (Department of Motor Vehicles0, but in Texas it is the DPS (Department of Public Safety.) You can type it in your search engine (internet) by putting the county, state, and the words "state id" and it will most likely pop up! It costs aout $10 usually and you must have 2 forms of id other than your social security card. Surprisingly this includes, school records, shot records, birth certificate, military id, marriage license, etc...

You should be able to pick up an application for a proof of age card from the counters in most off licences. Some places will only accept a passport or driving licence tho.

You need to go to the police station and ask them for a Validate card application form. You will need to send a photo with your application form.
Take this with you wherever you go because most places will not accept any form of Id unless it comes with a photograph.

Apply for a provisional driving licence, it only costs £45. Some places will accept NO other form of ID other than a driving/provisional license or a passport. NUS cards are sometimes accepted, as are ISIC cards, which are available from http://www.isiccard.com/. Again, some places (especially with stupid bouncers) will accept NOTHING other than a passport or driver's license.
*edit* a birth certificate isn't acceptable, as it doesn't have your photo on it. You could be using anyone's.
