China. They have the most people and I believe the largest army. North Korea is the most militarized per capita. I believe 1 in 10 people are in the army (I think that tiny country has like 2 million people in their army).

China. According to 2005 estimates, the number of people available for military service is 342,956,265, of which 281,240,272 were fit for active duty. The Peoples Liberation Army makes up the majority, but the figure also includes the People's Armed Police Force (for internal security) which is considered by China to be an ''armed force.''

It depends on how you measure it.
By # of soldiers, it might be China. But size isn't everything.
In terms of power it is definitely the US.
If you remember the first gulf war, we were told that Iraq had the world's 4th largest military. But they folded like a cheap suit in a matter of weeks when the US-led coalition invaded. The mobility of US forces and air and sea domination made Iraq's military insignificant in comparison.
For the past few years, the USA has spent more on military than the rest of the world combined. That tends to trump shear numbers in uniform.
