Eliminating the word major, I can only answer your question with a question. What isn't a cause of stress to law enforcement officers?.

Build a work environment (Their home base) that's not stressful - look to google as a company. Bring back the death penalty it will reduce crime, don't allow plea bargains, don't make jails nice - feed those in them bread and water (maybe a bit of slush now and then)...
The streets are violent, what they are exposed to is horrific, the people they come into contact with are not human, Hell I just live in this world and not a policeman and it stresses me - they gotta be tough people if they are a policeman for anything more than six months and I'd also be stressed if I gotta face death day-in-day-out and every time I defend myself some do-gooder (actually a crime advocater) is going to slate me and my family till death do me its part.
Lastly punch your neighbor on the nose if he even hints at slagging a cop.

On the job, domestic related calls are probably the worst because even though the F called 911 the M was assaulted or there is a J involved. 10 to 12 hour shifts, 4 or 5 days a week and you go home and the wife calls you every name but "saint" so you gotta slap her around a bit and it just goes on, and on, and on...

1.) home: why aren't you home more, you missed the game, etc. but the checks are good.
2.) you have one second to make a decision that will be picked apart for years. you BETTER get it right.
3.) You have one pair of eyes looking out and millions looking at you.
4.) death, mayhem, violence, cruelty, rudeness just because the public thinks the have the right to be an a** to a cop "I pay his salary".
5.) departments that figure out a way to not back you when your doing your job.
6.) at work those who haven't worked the streets in years telling you how to do it.
i could list more but the vein in my head is swelling.

They're pretty stressed out to the max when a grievance is filed against them!
What can be done? Train, and re-train until de-escalating skills really sink in
