such a link would be sparodic and unreliable considering the megawatts of transmitter power needed. The term link implies a return path, so 2 megawatt transmitters are required. Extensive military experiments in HF troposcatter proved quite dissappointing, and that was narrowband, not wideband. Frequency distortion in the reflections would be too extreme to allow any kind of wideband signalling method. For the energy budget required, satellite relay is much more economic and dependable.
