If no one else is there I have always stopped to check on the occupants, called for help, set flares. I know basic first aid, am experienced at traffic control but beyond that all I can do is stand by until more experienced people take over.

Some states/countries have a "good samaritan" law which requires you to stop and help or be held accountable for leaving the scene without doing so.

if no one else is around, stop and see if everyone is ok. Call 911 to report it. Would not attempt medical assistance myself in fear of being sued later on.
