According to the 1989 Town Car brochure, it's 18.0 Gallons.
22.3 could possibly be for the 1989 Ford F-150, since a 22 gallon tank has NEVER been present on a Town Car, the largest fuel tank was available on the 1993/94 Town Car, at an amazing 20 gallons.

guess is 18-20 gallons. but you must have a manual in the glove box. the back of the book as all the specs on this vehicle
