This depends whom you ask this question.
I will give you an example: I have been on holiday last year in western Africa in a country called GAMBIA. Women with 35 years are physically already grandmothers and with 12, 13,14 years they are married and pregnant...
So what would you say? This married woman with 12 years is still a child??
And regarding the USA, I have been studying there and must say, that you do have funny laws... really!!
In Utah you can get married with 14, but you can’t vote at elections and of course you can’t drink before 21 years...
It’s the same in many states of the US. It is simply ridiculous.
Why the hell are grown up people treated like small children???
They are old enough to be killed as a soldier during the war in Iraq - but too young to have a beer...
Come on, this system is hypocrisy...
When does a person start to be adult?
Well, I think, when this person is ready to cope with the responsibility for their life, makes his own decisions regarding his future and behaves like a grown up.
Some people are adults earlier and some really never will be...

There are several answers. One is the legal answer where you are legally an adult. Most states say 18. However, more important is your emotional age. You can be 30 and emotionally 14. The term I'm sure you have heard is. "Act your age". In most cases, when people speak of adult, they are speaking of the legal age.

Over the age of 18 also acts like an adult...someone who shows a bit of maturity. Being an adult and behaving like one are two different things.

Well,, it depends on if they work or study, on if they are married or single... and even on if they look their age or younger...

But I usually consider someone to be an adult if s/he's over 25 (to use round numbers)...
Until 25, I consider people to be youths...

(No, 18 is too young for me to be an adult... Even when I was 18, I didn't consider myself an adult, and adults didn't see 18 year olds as such either...
While, people become of age at 18, it's very difficult in my country for someone to be independent at that age... Few people marry that young, and many haven't completed their education yet...)

Depends on how it's used. Legally, it's 18. But I don't think people generally reach an "adult" maturity level until around 25
