Yes, the tax is based on, (at least), 80% of the book value of the car.

When did this start? Last September.

Exceptions? Possible. Give car as a "gift", certified appraisal ($200+) showing lower value, cars over ten years of age (age info not verfied, hearsay).

Yes tax will be paid to the state when you re title the car better get a bill of sale with a realistic price.. They will estimate value if you come in with a bill of sale for a 1999 buick for $1.00. And road use taxes paid for licence plates and every day at the gas pump .27 cents a gallon more in dallas and some citys.
