My son has this, they found out it was the salt in his diet, believe that or not. When he eats anything with salt, it upsets his balance, he's had to crawl from his car to the house because he couldn't walk after eating a bag of chips.
It's all due to something in his inner ear. Then, lo and behold, my younger daughter started doing this. She's a surgical nurse and had to stop taking jobs in the OR room. They finally locked it down to the same thing and don't know if it's inheritable, but it's strange, they both got it.
It's the salt in their diets. They have to look at all the labels and not eat anything with salt.

my mother-in-law suffers from this and has done since she was very young.
when she was little she used to suffer regularly from ear infections and abcesses. it got so bad that her parents took her to get her ears syringed and unfortunately her both eardrums were perforated. she takes 3 tablets a day and has done since she was young. she's tried to explain to me, a few times, how it affects her balance. the way she explains it is that when the fluid in your inner ear builds up, it hardens and secretes through the outer ear as it does in everyone and we get ear wax. since her ear infections were so bad, they have now lost the ability to harden the fluid in her ear and thus the build up causes like a wave in her ear which causes her to go off balance. the tablets she takes are like strong travel sickness pills and help a lot but if she forgets to take them she can suddenly fall down. weird hey?
anyway, hope that helps. there may be another reason for your uncles balance loss though so a visit to the GP would be a good start.
take care.

if it's precipitated by sudden head movements, then it's probably vertigo. yes, it has something to with the semicircular canal and the abnormal movement of endolymph and calcium crystals inside. tell him to consult a doctor so he could get treated.
