I thought that of my neighbors last night. And that they were testing them. The booms get bigger ever 4th of July and more numerous. It is all against the law so how can not having a safe and sane fourth be patriotic?
May be it's because we (along with Russia) have a nuclear arsenal (over 5000 nuclear warheads each) that can destroy the world. Maybe these lawbreakers feel that if the two largest governments in the world can continue hoarding WMD then their citizens have the right to do so too and test them. It seems to me to be a not so subconscious desire for self destruction. No wonder the police laughed!
Write your congressman! It's got to be changed from the "top down".

I have never heard a question like this before. I had to stop laughing to post an answer. First of all, if you really think that they are making WMDs, take pictures, then post them on myspace, then show the police. If they continue to laugh, like I am, send them to the nearest FBI building.

invade their yard claiming you have a right to do so because they are a threat to your way of life. once you find there are no wmd's, claim that your preemptive invasion stopped them from being able to manufacture wmd's. a few hours into the invasion, hold a press conference claiming victory in the war. 3 years after that, you will still be engaged in a bloody battle with your neighbor. continue to tell you family that you are liberating your neighbor. it is important to not have a plan. follow this guide and you can successfully **** up a war.

Have you made a bunch of police reports that turned out to be unsubstantiated. That's usually the reason they'd "laugh."
WMD's are unlikely. Crystal Meth is certainly a possibility.
Did you have a reason that you think they're doing something illegal or is it just because they don't talk to you? Give them a reason to believe you, rather than just a suspicion. They can't just go busting down doors to check things out, contrary to what the conspiracy theories will tell you.

How do you know ? WMDs are not that easy to make.
Even countries need experts,technical and financial resources.
Filing a complaint will require a real motivation, your thoughts are not enough...

The cops do the same type of thing here in Flint, MI. 23,000 open felony warrents in Genese County and the best any of these bozo's can do is use a radar gun.

Call the FBI, they will send out a SWAT team to slaughter your neighbor and his family. Of course your house and several of your other neighbors may be collateral damage.
