Yes, it's called revolution. This assumes that enough people will express their free will counter what to prevailing free will is of the government.

Essentially the democratic government in the U.S. is the expression of the collective free will, even if it doesn't respond as quickly as we like.

If enough of us express our desire, then you would see the government change very quickly. Unless of course it becomes entrenched to the free will of ever increasing large corporations. In which case the government would have to stop responding to monetary expression of free will and actually listen to all people equally regardless of their monetary value.
