Because they are hoping you respect thtem enough to get your head out of your pant and look them in the face.
Sure, there are girls who dress slutty, but they are the most insecure of all and want to be recognized as a beatuiful woman for her face and smile and heart, not her ****.
Avert your eyes from them and look her in the face. Just becasue she is wearing it in public does not mean it is for YOU.

Girls want to draw attention but not to much. Most girls don't realise that man will always look at their boobs, it's something man do and if they want to wear low cut shirt they just have to accept it.
And if you want to know i am not a man so this is not comming from a man it's just a fact.

I'm a woman, and I wear low cut shirts. Its never bothered me, because I stare when men aren't wearing shirts. I don't think its different. If you didn't want people looking, then cover them up. *shrugs*

I don't wear very low cut shirts exactly because it makes me very angry when men only stare at my boobs (mine are hard to hide)! I like to have eye contact with people when I speak to them and find it very rude.

I dont know about them. All I know is when I wear shirts like that now, I wear another shirt underneath so its not as bad. It makes me feel uncomfortable when guys stare like that.

Em, I wear low cut shirts when I want guys to stare at my boobs. So I do not know where this came from.
Maybe some girls do not wear low cut shirts, and do not want guys to stare at their boobs?

Some girls wear low-cut shirts to draw attention, specifically from guy, to their boobs. Some women wear low-cut shirts because they feel it is flattering, and they like the way they look, and they don't care for the guy's opinion one way or the other.
The arrogance of men is that they assume EVERY woman dresses EVERY day for the SOLE purpose of gaining the attention of EVERY man who may cross her path - this is clearly ridiculous. Few women are that desperate for attention and validation - most of us dress how we want to dress, regardless of who will see us.

Low cut shirts are:
1. Comfortable.
2. A relief when it's hot out and we're not allowed to take our shirts off because it's a code 311 - indecent exposure. ******* double standards..
We're not wearing clothes simply for you to stare at our chests. You should treat any woman with respect and modesty, by looking her in the eyes instead of her breasts. Women aren't eye candy for you to look at and objectify.

well, one they probably like it, if you dress like that, they know whats coming...
however i used to always get wolfwhistles and car horns blaring and people shouting out sexual things to me when i walked down the street to the shops, sometimes even with my boyfriend... i did i test i wore really baggy clothes that didnt show anything, it was ugly, guess what? i still got the same reaction... so really, i can see why girls get angry because even though they are wearing revealing clothes, chances are it doesnt matter what they are wearing...
