A cursory glance and a polite nod is all that's called for. No one likes being deliberately ignored, nor do they appreciate a stare down.
Try it out a few times. It's a simple acknowledgement of their presence, neither rude, nor creepy.

Who says that looking at them is rude? Just give them a little smile and keep walking. There's nothing rude about that.

Give a quick glance at the person. They may do the same. If so, give a quick smile and a nod, or even a quick "hi". If you glance at the person and they don't look at you at all, problem solved by them.

This happens to me often but I never really thought about it. But I usually look straight ahead then may slightly glance at them so I dont seem all aragent [[how do u spell that?]].

Show some confidence and look them in the eye, smile and say "HI". Politeness shouldn't stop with the people you know.

I usually avert my eyes. I think eye contact with strangers might be interpreted as rude sometimes.

You could just nod or give a courtesy wave very quickly.
You never know what the future holds--the world isn't really that big of a place so don't isolate yourself by not acknowledging him or her. If they don't acknowledge you back, so what? You did your part!
