Blowing a fan directly on your child only cools them as long as the child sweats. An infant or a sick child can get dehydrated pretty quickly, so that is not the best method for keeping them cool.
You might try wetting a couple sheets and hanging them in windows with a fan blowing OUT of a different window - so that the air coming into then house has more moisture, and cools as the water evaporates. Ideally, the child should be in one of the rooms that has the damp sheet in the window.
Also,
- A cool bath or shower may help.
- A regular ice-pack or a bag of frozen veggies slipped inside a pillow case or T-shirt can be placed wherever feels comfortable.
- Ice-pops, popsicles, ice chips, and such can help lower their temp and keep them hydrated. Don't worry about the sugar intake for now; the important thing is hydration.
- If the fever is caused by illness, then tylenol or other fever-reducing meds should help.
As far as the landlord, I included a link to the AZ residential landlord and tenant act. Unfortunately, it sounds to me like the landlord may have 5 days to fix things. :( However, it does say something about them having to reimburse you in certain situations if you have it fixed yourself.
I think I would call again first thing in the morning, or see if you have a corporate number somewhere. I might even call the power company. I know the problem is not lack of electricity, but they DO deal with the safety issues for people without AC in the AZ heat. They might know something helpful. In the meantime, maybe you can think of someone you could stay with until your AC is working again.

Have you given him any Tylenol? Keep him in a onesie, it will wick away his sweat. COLD watered down KoolAid or pedialyte to prevent the dehydration, DO NOT give a small child Gatorade.
Place the cool rags in the following places: underarms, over the heart, the groin, back of the neck. (not all at the same time, rotate them) These are his pulse points. They're most efficient for cooling the blood.
Have you spoken to your pediatrician? I know it would put you out, but take your boy to the ER even if it's just to get him into the AC. They could also check for dehydration, just in case.

Try a luke warm cloth for the fever. or are you just concerned that you child is just real hot because of the heat? Also make sure you give the child lots of fluids because if there is a fever the child is sweating and needs that extra back in the body and also try to rotate Motrin(last longer) and Tylenol but make sure they come fix the AC ASAP because it is too hot and I know when I was in Phoenix and Pregnant the AC went out and we called to the office and told them they would be liable if anything happened to me because the baby could have a heat stroke.

It sounds like you are doing good. That's terrible that your AC is not working. What I always do for my kids is a cool bath. That brings the fever down and just makes them feel so much better. I remember having to do that every hour before with them. And I give them tylenol also. But try to switch between tylenol and ibuprofin every other time it is time for his dose, because if you continue to give him the same type of fever reducer every time, his body will get used to it and it will begin to have no effect. I'm sure you gave him tylenol or a fever reducer, and it sounds like you are doing all you can. You can take off his clothes if you havent already...Do you have any friends or relatives nearby that you could stay with? 115 with no a/c and a fever sounds pretty miserable. I'm so sorry!! I hope your apartment gets on it and fixes the air!

When I lived in an apartment w/o a/c I would take the car and go for a drive in the it's a/c.
Or take a fan and blow it into a cooler full of ice.

If your child is old enough (toddler age or older), Otter Pops work. When my daughter ran a fever, I gave her the recommended dose of Tylenol, then let her suck on an Otter Pop. It will help.

Put a bowl of ice in front of the fan you have blowing on him, as this will cool the air.
