When she's perfectly okay NOT being in a relationship. Women need to know that they're okay without a man to truly be ready to get involved with a guy. A bonus for the guy too, because this means she wants YOU, not just a warm body.

Are you talking about the physical stuff or just a boyfriend-girlfriend relationship? If she is your girlfriend and seems to really care for you but isn't ready for sex, give her space; give her time. When she knows the two of you are right for each other, she will be ready, until then, she won't. Above all, do not push too hard; that will make her run the other way if she is not ready, and then she may never be ready. If you want this physical relationship, do you want a permanent relationship? Usually this is the criteria for a woman, if she can see herself with you forever, she will be ready for the physical stuff. Otherwise, she won't.
