A cup is 8 fluid oz, which is a measure of volume,
so a half cup is 4 fluid oz. Meat is measured by weight so 4 oz. of meat is 1/4 of a pound. These might be very close to each other as is suggested in the other answers, but not every thing is.

A 1/2 a cup is 4 oz. However you must remember hamburger will shrink and how much depends on what grade of meat you are cooking.

Actually a half cup of ground beef is very close to 4 oz weight. You can also use an ice cream scoop, make a ball and flatten it. It will be very close to 1/4 lb. Try it using 1 lb of meat. This is a tip I have seen on many cooking shows and it works for me.

4 to a pound, I don't think a half cup of meat is 4 oz. although it may be... if you have a pound just cut it into quarters...then eat two! meat should be denser than water, ergo a cup of meat may not be 8 oz.

a measuring cup is LIQUID ozs. You need a scale for WEIGHED ozs., such as with meat.
