my cockatiel was in his cage and was flapping so i opened the door and then when he calmed down i picked him up and he started flapping but this time it sounded like he was hissing and as soon as we took him slightly out of his cage he calmed down but have know him to flap to get attention i have just never heard him hiss

Something may have scared him, so he was reacting. But is is very normal for them to hiss or even flap their wings.

Was the bird hissing at you when you put your hand into it's cage?

Many birds will hiss for that reason because they feel that their cage is being invading and they will go on the defense and the hissing is suppose to be their warning to you to back off. But you don't back off the bird has to learn that you are the boss.

Main reasons for this behaviour are things in or around the cage have changed that your tiel is very uncomfortable with. You need to put things back they way they were, exactly. Don't leave & let the tiel deal with it! He won't.

Teils spook VERY easily over silly little things & you want your tiel to feel comfortable & secure in his cage, especially at 16 weeks.

If the cage is near the window it may be something outside thats spooked him, move the cage.

Re arange the cage back to what was original & if this doesn't work keep rearanging it until he looks comfy.

Yep, birds do hiss.
Some times when mad or scared - something outside, or, or.
My Umbrella Cockatoo will hiss at me when he's not mad.
Don't know why, but do know some thing's we will never know the Why in what these sillies do.

Don't worry about it, unless you think he/she is trying to tell you he/she is afraid of something, then talk to him and calm him down by your calm voice and word, like It's Okay.
All my birds know what It's Okay mean and that calms them no matter what.
Use key words to your bird and he'll catch on to them.

It's quite normal for tiels to hiss when they are feeling threatened or over excited. It's also a warning to stay away.

sometimes cockatiels flap thier wings because they are showing thier territory....hissing means that they are mad
