The blur is to protect the integrity of the case. Just like when they blur out the vehicle tag numbers.
Many cases can later be a civil matter in court, with God knows how much in damages fees.

The don't want you to notice they have been playing the same tape for years. It is also possible there is other information displayed that is the reason for blurring.

alot of the cases may still be in the court systems so to avoid messign up the case they blur the dates and faces.........

its not the date its usually a officers Identifier number and other information related to that incident that the public doesn't need to know.
