the closest beach and cleanest i think would be coney island, the past couple of years they have really revamped the area and its very clean and easy to get to. Just take the F train to the last stop (CONEY ISLAND) then walk across the street. I was just there last week (i met my mom who works 1 block away) Also next to coney island beach is brighton beach- 1 1/2 mile walk up the boardwalk. would recomend it*

If not then - Long Beach..... but stay away from Jones Beach in LI (i hate it)

Although Coney Island, Orchard Beach in the Bronx or Rockaway out in Queens would be closest. Heed my advice head out to Long Beach, Jones Beach or Tobay Beach all out on the Island. Those others are Grosssssss! Former resident of Queens and as my name states definitely a beachdiva, so I know best lol
Jersey Shore also a nice choice but not on the 4th of July, traffic would be a nightmare.

I don't know if it's the closest, but I definitely think Long Beach is one of the most accessible. You take the LIRR from Penn Station to Long Beach (Long Beach Branch to the end). Then walk down the street directly across from the station, and in about 1/4-1/2 mile, you'll be on the boardwalk.
