Tator tots are a dinner food. But they are very close to some types of hashbrowns, which are break-fast foods.

Well, when I was in elementary school they used to serve that to us for lunch. But I like them for breakfast, with some scrambled eggs with melted sharp cheddar cheese, and turkey bacon.

I added them to my corned beef hash , just this morning.
I thought I invented a new recipe, but I guess other people eat them for breakfast too.

If you absolutely must eat them, I would say either would be alright, as potatoes are served at any meal. But, really, wouldn't a piece of toast be better??
