My bird was flying and fell and broke her leg in my garage.She's really hurting she wont pick up her leg all she will do is sit in the bottom of her cageclosing her eyes.I'm so worried about her !!!!!!

First thing's first. Find an avian veterinarian in your area. While working at an avian vet, I helped the vet fix many a broken bird wing/foot. The little birds, like budgies, are slightly difficult because they are so small and delicate.
Good to www.aav.org, the Association of Avian Veterinarians, for a reputable avian vet. You may spend more to fix the leg than you did to buy your little friend, but I suspect that you are quite attached and it will be money well spent. I myself have spent over 10 times what I paid for just one of my birds. I'm a sucker for cuteness...

take him to an avian vet if you want. Im sure he will manage to eat and drink water, I have a parakeet that doesnt have one of his feet, just the leg. He manages, believe me!

you need to find a vet in your area that treat exotic animals only they can really treat it so that it heals well.
