Take the dog to the vet with your concerns, you cleared my ideas- though I must press the idea...Her bowl may always be full, but is she drinking?

What does your vet say? That is the person with the answers. No one, including a vet, can diagnose over the internet. She could have a heart condition, diabetes or some other problem that is causing her to pant. OR it may be nothing at all. Only your vet can tell you what's going on.

Excessive panting can be a sign of a heart problem. I would take her to the Vet and get her checked out first. Even if the air conditioning is on and she has plenty of water it also doesn't mean she can't be hot. How thick is her coat? If she is elderly though I would be concerned with Cardio Myelopathy, a valve prolapse, or congestive heart failure. Please get her checked.

Its just her way of keeping her cool. You said that she is drinking enough so she shouldn't be dehydrated, but she might be nervous? Sometimes overweight dogs pant more because they get hot easy and they also need to drink more. Give your vet a call and just ask about it. They should give you some advice and not charge you anything. Good luck!
Im assuming you mean that you keep her bowl always full, not that it always stays full. I understood! :)

panting can be a sigh of a serous medical condition. I know dog with heart issues pant a lot.

I would take her in and talk to the vet about it.

Sounds likes CHF (congestive heart failure). Take the dog to the vet for an examination. There are medications that can relieve those symptoms and make the dog more comfortable.
