Set up a website and keep it updated with your current menu as well as vegetarian facts (nutrition is a good start). Don't be offensive to meat eaters, since some do go to vegetarian restaurants.
Put an ad on Craig's List, your local community newspaper.
Know your customers! Greet them by name when they come back, and remember what they ordered. I know that sounds impossible, but the owner of a small restaurant in Malibu did that with my friends and I, and BELIEVE me, I am now a regular! Plus, that is a lot better than those tacky 2 for 1 coupons.
Advertise in a college newspaper, sign up with Dinners Delivered, but your menus on the counters of neighboring businesses (dry cleaners, banks, etc.).

Some people find the menu of a vegetarian to be very limited, boring, etc. Though it IS limited in some cases, try to keep an open mind when setting a menu and be diverse. That way, customers vegetarian and non-vegetarian can find something to enjoy.

List details on the menu like if it is vegan, organic, has dairy or fish.
Some vegetarians just skip meat but don't care about fish, dairy, fat or calories.
Some don't want any eggs or anything and want organic. Make sure they can tell from the menu what is in the food.
Offer some chicken and fish dishes and egg dishes so those of us that eat everything can find something to eat too.

Offer meat dishes, most vegetarians have friends that are carnivores, and they wont want to go to a "Veg only" place.
More restaraunts fail than any other type of business, so dont limit your customer base.
