One of the best applications historically has been Spybot Search & Destroy. Lavasoft's Ad-Aware 2007 is also very effective, but I their site does not list it as operating on Windows 98. If you can find an older edition of Ad-Aware Personal SE, you may be able to use that as well.

ad-aware is good try to go to www.download.com and in the search put spyware or adware remover then click search after the results apear use the filter that apears above the results you can choose choose win98 and programs with free version you can download a lot of those tools at that web
even free antiviruses good luck
