what i mean is, if i dont sign up WITH a credit card, but i have a paypal account, does that mean the money will stay inside my paypal until i get my credit card in there?

The money goes into your Paypal account. From there you have 2 options.
You can have it transfered from there to a checking/savings account. Or you can request a Debit MasterCard from Paypal. If you get the Debit MasterCard, you can then use it at any place that takes MasterCard for purchases up to the amount in Paypal.

If you don't set PayPal up to transfer the money somewhere else, it will stay in your PayPal account. Even if you connect a bank account to PayPal, the money does not automatically transfer unless you tell PayPal to automatically transfer funds.

You have to set up an account linked to a bank account.
It would not be connected with any kind of credit card or credit line.
