In other words, can a partition be created on the external hard drive to hold Vista and another partition created to hold XP?

If your computer can boot from external hard drives, then yes, this should be a viable option. As long as there is enough space for the operating system in each partition, then you're good to go. I'd recommend at least 10GB for each, and then a separate partition for programs, files, or the like, but it's all up to you how you partition your disk.

If your computer's BIOS will boot from the drive at all, you should be able to partition it for multiple operating systems. Check your system documentation to see if booting from USB sources is supported. A software package such as Partition Commander would probably help.

Not sure if Windows can run on those, Microsoft stuck on an arbitrary linear alphabetize scheme for labeling drives so I have doubt; also XP can't see USB at installation time if I recall.

But as far as partition goes, yes fine. POSIX systems like Linux and true UNIX probably can run off them external boxes.
