Are they flat or round or irregular and is the cutting path straight round or arbitrary?. If you used a laser cutter you slice cleanly through each of them. The laser cutter pays for itself as long as you need to do a lot of cutting or are being paid to do arbitrary shapes.

justify how? do you need to cut the metal or not?....25 mm will require a larger tool/press, which will cost more. 3 mm cutting thickness will be cheaper to cut, but could be weak in strength depending on design. Just look at what you want to do, and figure out the most efficient / cost effective way to do it, or supply enough details to evaluate properly.
