Yes and no. It all depends on what you think may be a civilian street. There are hundreds of base housing installations that are in or near regular neighborhoods and are governed by military police. Also, a federal police person CAN give you a ticket and most of the police on most military bases are federal police and not what you think of as military police. Military police would be a Master at Arms for the Navy and MP's for the other guys. They would be wearing cammies and you should be able to tell that they are actual military members. If they look like real cops, blue shirt and slacks, those people are federal police and they can give you tickets.

In some areas the MPs have jurisdiction up to 1 mile off post. At the El Toro Marine Corp Air Station they had the perimeter jurisdiction as well as interior. the area was unincorporated so the Sheriffs welcomed the help.

traffic tickets.. no unless there is loss of life to a soldier, MPs do not have the jurisdiction outside of post. however, if you were speeding on post and quickly went out the gate, they can ticket you then. its like when people think they are safe from the cops just cause they cross state lines (its not true).
