You can own property in Costa Rica. However until you get residency you will have to renew your visa every 90 days.

Don;t try Portugal, its not a nice place to live, but they are very poor so its good choice to invest

Unless you are going to go to Spain or Portugal, I would saye up for LOTS of bottled water. Sorry for not being helpful....
