First, he's got to get command sponsorship. That might mean that her tour needs to be extended. It could take a couple months to work everything out.

Her orders should have been written with him already on them, if they were married at the time orders were issued. If not, plan on about 3-4 months. Many of the steps below will have to be gone through to get him over there with her.
Here's how typical orders work:
Get notification of orders - just letting you know that you need to start getting things done! Let the AF know if they are taking leave enroute, and also a window for their fly out. (4 months out)
Start passport paperwork - he will get a gov't passport with the SOFA agreement in it. There is no cost involved. (takes 2-3 months)
Medical Clearance - lots of paperwork to fill out. It gets turned back in and an interview is set up with the staff at current base. Once that is done, an overview is written up and sent to gaining base. They have 10 workdays to turn it around, either approving or disapproving. Generally it's approved, unless there are major medical issues that the hospital staff there can't handle, or it is a problem that will worsen with location.
Official orders generally show up about 30-45 days out. At this point they will need to start setting up appointments for packers and car shipments. They will also need to get tickets for travel, make reservations at losing base TLF and gaining base TLF.
AF members are not required to live on base in Japan, although many prefer to.

between obtaining Command Sponsorship, getting both the No Fee passport and the regular tourist passport as well as passing the overseas screening, it can take 6 months. additionally, if the AF requires that they live in Base housing, and will not let family members over there until base housing is secured it can take much longer as sometimes base housing waiting lists can be very long.

my husband is army we are in germany command sponsor ship can take anywhere from a year to 6 monts depending on his comand,the post he is located at and how much he truly misses her. that sounds mean but many men will lie and say it takes longer when it really doesnt.
it really depends on rather she has a military id card or not too it can take longer if she doesnt because she either needs a power of atorney to get one or him to be present with her.
