The general answer is that a police officer has significant latitude in the things he can do as long as the activity would be deemed "in the line of duty". Police officers receive training and practice in what would normally be considered dangerous or even reckless driving procedures, and due to that training manage to minimize the risk to citizens. The litmus test they must normally pass is, was the risk to citizenry from their action less than the risk posed by whatever they were trying to accomplish when took the action. In many jurisdictions, to execute such a maneuver, the officer would have to at least activate his emergency lights and or siren. In a precedent setting case in the early 90's in Virginia a police officer was running lights only, no siren and blowing through interesections and eventually was involved in a traffic accident. Because he did not follow department policy which states you must be fully "Code 3" (lights and siren) to violate traffic laws, he was found negligent and lost pay and rank.

He may not break any law unless he is on an emergency. Are you planning to arrest him if he breaks the law? That is the problem. No other policeman would give him a ticket.
All laws are waved when the light at the Krispy Kreme turns on.

A cop can do ANYTHING with his vehicle while he's on duty, with the exception of driving impaired.
