Since there is no such thing, and never will be, the question is purely hypothetical.

No human being alive is cruel or evil enough to subject their fellow people to hell, at least not if they stopped to think about the suffering it would cause. As bad as nuclear weapons are, at least the death they cause brings release from the pain of being burned alive. The concept of hell is like an eternal nuclear weapon, and any deity capable of using such a thing for a punishment of sin is more evil than any despot or dictator.

The Cult of Jesus already has that! It's their super secret weapon of faith. They've already aimed and detonated it at the 4.5 billion innocent non-Christians on this tiny blue dot who haven't accepted their delusions and accepted Jesus Christ as their Lord and Savior - gleefully committing them all to the fiery pits of eternal damnation. (Insert Dr. Evil's demonic laugh here).
Bummer if you happen to be unlucky enough to have lived before JC made his disappearing / reappearing act, or reside somewhere that the Jesus missionaries haven't gotten to yet.
Isn't a religion based on love great?
Religion has actually convinced people that there's an invisible man -- living in the sky -- who watches everything you do, every minute of every day. And the invisible man has a special list of ten things he does not want you to do. And if you do any of these ten things, he has a special place, full of fire and smoke and burning and torture and anguish, where he will send you to live and suffer and burn and choke and scream and cry forever and ever 'til the end of time! But He loves you.

Does it kill them instantly, and guarantee their trip to hell? Or does it merely tag their soul as hellbound, but allow them to live out their lives otherwise untouched?
I suppose it would make a big difference if I actually believed in hell. Since I don't, I probably wouldn't have a problem using the second version, although I find it hard to envisage any set of circumstances under which I would actually employ the device.
Theologically, though, it would seem to be an impossible weapon. Salvation is alleged to be the key to entrance to heaven or hell, and over-riding that salvation would seem to a contradiction of God's will - thus making your weapon more powerful than God, which most theologists would claim to be impossible.

I'm sure that the same folks who rub their hands in gleeful anticipation as they happily contemplate watching all those "evil" people burning in hell for eternity could do it.
You know the type. Christian wanna-bees, I call them.
But surely you know that their notion of "hell" is totally false? There really is no such place as they prate about.
(Yes, I really and truly am a Christian...)

You are assuming that their is actually a place called Hell, which I believe to be fake and completely made-up to scare little kids and stupid people into submission.

Only a god could be that cruel. Humans may not have the capacity for such an evil act.

There's plenty of those around---they're called "suicide bombers". But the only victim going to hell is the bomber.
