Learning disabilities are not the same as being 'retarded'.. retarded people have a delay in almost every realm of life and at all different levels. Learning disabilities obviously are frequent among retarded persons but they are not one in the same.
Mental health is a plethora of things, from psychiatric disorders such as depression and schizophrenia to anxiety and bipolar.
Learning disabilities do not require psychological evals.

It's not really a question of what's the difference, there is no comparison. The two are completely different issues. A person with learning disabilities has usually been either born with a faulty gene or has sustained a physical brain injury. A mental health illness is caused either by an emotional trauma or a chemical imbalance in the brain or conscious and chosen use of mind altering drugs. People with clinical or traumatic mental illnesses or brain injuries should not be judged on something in which they have no choice.

Mental health is a clinical diagnosis, i.e. depression, schizophrenia, bi-polar disorder.
A learning disability occurs when there is a malfunction in the brain that does not allow normal abilities to occur, often from birth. It can also happen because of brain injury due to accidents.
A person with a learning disability is not necessarily mentally unwell. A person with a mental health diagnosis is not necessarily unable to learn.

I agree with Marire G. The way I see it, learning disabilities are the result of "wiring" problems in the brain, mental illness is a result of chemical imbalances. So it is usually one or the other, and rare for a person to have both. I disagree wiwith th thought that mental illness only manifests itself in adolescence or later, though. There are more than a few documented cases, stretching back to the fifties, of, for example childhood schizophrenia, obsessive compulsive disorder, and others.

a learning disability is present as birth, but doesn't show up til the child starts school. they can still learn, but need to have special schooling usually. they are normal in every other way, and usually of normal or above intelligence. a person with a mental illness (if that's what you mean) is normal til adolescence or adulthood. then something goes wrong with the thought process or emotions. medication and therapy can help a great deal and some can be cured. they can also be of normal or above intelligence, but the illness can interfere with thought processes, so they might seem slower.
