I will need some more detail to help you out here, but it sounds as if they want to get at female dogs in heat? If you haven't done so, have them spayed/neutered. There are many health and behavioral benefits which come with spaying/neutering, as well as not contributing to the pet overpopulation. They will also be more relaxed and won't be worried about females in heat.

Errrr - get them neutered! Both of them! You don't want to end up with puppies, you'll be taking up homes needed for the ones in shelters, for one thing.
