With all the wackos and nutcases, you're crazy to leave the dog outside.Someone can steal him or worse. Get him a crate and bring him in the house. Have someone come in midday and let him out. 9-5 is too long.

well, my friend had a nova scotia duck tolling retriever mix, and a german sheperd mix that he used to spoil rotten. and he lives in southern california.
he spoiled them so bad he used to spend hundreds of dollars on them, im not sure if your willing to go that far, but this is what he did.
he had a large backyard that went around half of his house, and right outside the back door, which is where the dogs were let out into the backyard, he draped a tarp across the top so that it was shaded from the sun. then he set up a misting system that was attatched to the water spicket, and it would be on a timed schedule so that it came on about one when it started to get hot and went off at about five when the sun was behind the trees. he had a large bucket of water that he would put a large like three inches by four inches ice cube in in the mornings that would slowly melt so that by the afternoon came al lthat would be left was a little tiny cube, and the water was almost freeezing.
the dog had a igloo that it would go in, and then when the misters started they would lie on the stairs in the water.
they kept very cool and never over heated.
i hope that helps, with my dog, i just give him a shady spot and lots of water and he is fine, but he was raised in the heat.

What I did with my puppy, is I got a little kiddie pool, and filled it half way with water and put ice cubes in it to keep it cool since he was too afraid to go in our pool. Since you have a chihuahua and it might be too small to be able to get into a kiddie pool, get like a tub and fill it up and get something like a big book so that he can climb up into the tub if its walls are too high. You could also get a mister that hooks up to the water hose and it would cool of your dog a lot too. Good Luck!

Give him an open, shady spot where the wind can blow through. Also, ice water alerts your body to icy conditions outside, which actually makes it try to stay warmer, and warm water makes your body try to cool off. I'm assuming dogs' bodies work the same way, so just make sure his water isn't hot and he'll be fine.

Our's stay out too. Make sure they do have shade and plenty of water--maybe a babypool with some water in it to cool off in and get wet-which will help cool them off. We do that and we give them a big bowl of ice!

Melon is good for dogs. Melon holds water and helps poochies stay hydrated. Maybe if you gave him some melon in the morning before you left he would stay hydrated.

You could get a water timer, and one of those misting kits
at lowes, and time it a few minutes every so often,
then doggy could feel, he is on the Las Vegas strip,
getting misted.

apart from leaving him in the house there isn't much you can do. does he have a crate? you could leave him in a crate in the house with air conditioning on. crate training is highly recommended anyhow.
