Don't panic, doesn't sound life-threatening! Good that you're taking him to a vet.
It could be ectropion - a condition where the eyelid/eyelashes kind of turn outwards, causing the eye to look red and saggy as you describe. Can make the eye prone to infection, as well as looking unpleasant and being irritating for the dog - it can be fixed with a fairly simple op though that basically involves stitching the eyelid back. Common condition in bassett hounds and other breeds with saggy face skin! Could be cherry eye, which is a prolapse of a gland in the eye - again, cured with a fairly simple op.
Could just be an eye infection though, might be just a case of giving antibiotic eye drops.

Best to get him into a vet. It may just be something is irritating his eye, but it also might be something more serious, such as Cherry Eye (http://www.thepetcenter.com/gen/ce.html) So just play it safe and take him in to the vet. If he is a breed with naturally saggy eye lids (ie, blood hound, basset hound, etc.) you'll want to have you vet show you how to keep his eye lids clean and free of debris. There could just be something in the eye or it could have ran into something and damaged the eye. Your best bet is to go to a trusted vet and make sure everything checks out just try to remain calm until it is time to go to your vet appointment.

3 days of blood shot eye not getting better? Time to go to the vet. It sounds like a possible infection.

you might want to take him/her to the vet.... have them check it out. I had a puppy that had red eye, and we though it would go away but little by little it started getting worst. so take your puppy right away.

I can't remember the name of the condition (old age on my part!), but a simple operation will fix it. His 3rd eyelid is protruding and it needs to be tacked into place.
