Yes, cycling will definitely help your legs, and no, it won't widen your hips. Eventually, though, you'll find the opposite sex checking your legs out, because they'll be so firm and defined.

Nothing can widen the hip bones aside from major surgury, but cycling will help the legs. In my experience, riding the bike really helps develop the quad and hamstring. They do tend to increase the size of your legs so be careful not to overdo it.
