Yes - as long as you are 'legally' here and can work to support yourself or go into study at university as you won't be entitled to any government assistance.

Yes, provided you have a valid visa and fulfil the requirements - which would include somewhere to stay and either an income or guaranteed support. In Australia you would not even need parental permission as you are free to leave home at 16. Have you checked the Department of Immigration web site at http://www.immi.gov.au for information about visas?
