I assume you mean to say "Why did Dodge have a Daytona in 1969 but Plymouth didn't have its Superbird till '70"?
For one thing, let me address Pengy's post. The cars with the tall NASCAR spoilers were B-bodies, which included the Charger, Road Runner, and Super Bee, among others. None of those cars changed in 1970 other than a facelift; 1971 was the redesign for these cars. Hence, the argument that the cars changed in '70 is not correct.
Now why did Dodge get first dibs on the tall spoiler? Can't tell you with 100% certainty, but I can think of a few possible scenarios:
- Dodge and Plymouth competed with each other internally. Believe it or not, they did compete with each other.
- NASCAR drivers often drove carry-over cars, so the '69 Daytona was used in '70. This gave Plymouth the opportunity to make their own version of the same car so Chrysler could have a 1-2 punch.
- As the Charger had already had some wind tunnel tests with the Charger 500, upgrading it to what eventually became the Daytona was a step closer. Meanwhile, no Plymouth had any of the modifications to make it reach the magical 200mph threshold, so it would have cost too much or taken too much time. But after the development and success of the Daytona and with the development of the '70 facelifts (because the eventual Plymouth Superbird had Dodge Coronet front fenders), Plymouth was able to use the Daytona's research to its advantage.
While none of the theories above are foolproof, they may give you something to think about.
Now, if you want to think of regular spoilers, those came out in '70 for most muscle Mopars.

No spoilers at all in 69 from mopar. It was just an option that was added for the 70 model year along with the high impact paint colors. Trying to get more attention to there cars as there was a lot of strong competition at the time.

Nascar was the reason show room cars received spoilers. I'm not sure I agree with you though, I've seen 69 Road Runners have spoilers.

bit hard to find cudas now. at least the ones that havent rusted away. 1969 mustang bit too thin on the ground anyway even when new.... and would have built my own 512 ci big block for it. not to many buicks in nz let alone a gsx or a gnx (would have a 350 chev instead of a hair dryer powered v6)

1970 was the year of body change, look at the 69 cuda, charger, etc, then look at the 70's. Big change in body style.
