Generally speaking you cannot change your genetics. If you have inherited a tendency to have legs that are fat as compared to the rest of your body, you probably cannot change that. You can change your overall body weight and your fitness and strength. It may well be that if you are thinner and more fit, with better muscle definition, your legs will look more pleasing to you. This would be a lot of work, but it has some positive health advantages and might be worth your while to get both better health and an appearance you prefer.

no that was an old theory by Lamark called iquired characteristic. it means for example if you mom lost her leg when she was 20 then she would pass it on to you and you would be born with one leg. this is not true.
the legs will stay like that forever but you can jump rope ect. and s you will lose fat there

Everyone has a certain genetic potential when it comes to body shape and responses to exercise, or lack of exercise.
Not everything you see was due to genetics. An example would be in my family everyone's pretty skinny, but a few people ended up overweight due to bad diet and no exercise. So even though they had genetics that leaned toward skinniness their actions took them a different way.

the only difficulty with your argument is "Who could %" Hitler felt that the blue eyed blonde Germans have been genetically greater suitable and the in many situations dark haired Jews and others have been inferior. It gave him the excuse to rid the international of greater effective than 40 8 million human beings. Who comes to a decision? And in keeping with what? To treatment a ailment...wonderful. if its fat an in flabby fat, then you get get rid of that by focusing excersise on your legs. if you mean fat as in just generally a big structure, then thats genetic and you cant get rid of it
