In Illinois you can only freeze it if you are an ID theft victim.

Usually when a person asks about "freezing" they are referring to when the government freezes an account as for instance for IRS purposes. But any credit card company can stop you from further charging, and any checking account company can halt you from overdrafting (that's why they provide you a companion credit card if you ask).
