Buy a new one and use the old one for spares or why not use it as back up important data & to test out your programmes
My Grand children play on my old one leaving my new one alone

Cheaper is not an easy question. If you mean what will cost less short term rebuilding with a faster CPU and more RAM will be cheaper an investment. If you mean long term if you include your time and bother with an under performing machine that is more prone to problems, buying a new in a box is cheaper.

I don't know what "stripping it as new" might mean.

Its usually cheaper to buy a new one than to upgrade your old one. Besides you can sell the old one for 100---200 dollars to help pay for the new one.

New one is more cost effective,it would cost you about the same to build your own and you would not have a warranty.
