if a 15 and 19 year to just go out without being sexual?

No, but it isn't smart because if the 15-year-old files statutory rape charges, the 19-year-old doesn't have a lot of defense unless the age of consent in the state is 15 or younger. Unfortunately for the 19-year-olds, our society tends to still tends to view them as guilty until proven innocent.
