The job I am looking into is not yet vacant. I need help writing the first line of my cover letter. The area I live in is very transitional and I want to be considered next. Any suggestions or online resources that you could recommend would be appreciated.

Why dont you say that you have researched the company through web/ other sources, and believe that you possess some skillsets they may appreciate. Its a good opening line!

your letter should go like this.
Dear Employer Name here.
I am writing in response to the position in which you are hiring.I have ____years experience, and an Assc. degree ect...I have _____skills ect....

I would just say that you are writing to explore opprtunities within your organization.
