wow....lotta folks here were groovy enough to know some of the words to that song, and yes, it was from "Hair" before Three Dog Night recorded it...
but honestly, man, there are some good serious answers here, so Im gonna go toke up a little more and let YOU decide

It is a cold, hard, cruel world we live in.
People are greedy and selfish...because they believe they have to be.
What sense does it make for some people to hoard more than they will ever use, while others never have enough?
The rich toss in their fine beds, trying to figure out how to extort even more money from the poor, while the children of the poor cry for a crust of bread...and everybody is miserable.
It doesn't make alot of sense to me, either...

When you give in to the inner desires of the heart, everyone must find love, or a want to love. Because without love, there can be no hate. Without hate, there can be no cruelty, or malice, or injustice, or evil.
People can be cruel, as a way to let out the hurt, and pain inside their own hearts, and the lack of love recieved. It can be hard to love others when no one has loved you.
People should learn to release these feelings in a way other than in hatred, such as in a higher power, and in learning to be at peace with your feelings, and learn to understand yourself before learning to understand others...

Cruel, hard, cold - when all one can think of is of oneself ie being selfish.
People who are cruel, hard and/or cold are people who do not fight against these very human tendencies - they are part of being human.
However, part of being human also means being kind, soft-hearted, warm - loving.
Each human being would have both these sets of tendencies - it is in how each confront their 'darker' nature that sets each person apart from the others.
Congratulations - by asking these questions, you have just set out on your journey of enlightenment - may you travel well.

It's really not that easy to be cruel. It takes a lot of dedication to withstand the ridicule of being evil. The dark side is not the easier path. Anyone can be praised, but it takes real fortitude to be ridiculed and still maintain your bearing.
