She only does this on regular toilets. She does not hover and she sits back as far as she can and still be able to hold herself on.

My daughter uses one of those foam potty seats that goes on top of our regular toilet. It has handles on it so that she can grab on and pull herself to a comfortable position. Be sure to watch her (as I'm sure you are) and make sure she gets in the correct spot.

potty the small training one or potty the one we grown ups use?
if small- try the regular one, if large try one of those training seats you set on to the lid of the toilet so the opening isn't that large

Maybe its time to use the big toilet instead of a potty.

slide her a bit farther back on the toilet and ask her to lean forward.
