While in the Navy, this is the policy that was explained to us, it probably shouldn't differ too much from the other branches.
The CO can delegate the authority to grant leave, but cannot delegate the authority to deny leave. Unless the command is deployed, or other extreme circumstances exist, they are supposed to grant leave to the maximum extent possible, and obviously shore commands can afford to have move people on leave at one time than a ship.
Normally you can only accumulate 60 days leave, and any leave over that at the end of September, is lost. While on deployment you can exceed that amount, and have so long to use it when you return. If someone loses leave, their CO does have to explain to his superior why they lost it. They do have to let you take leave, unless circumstances such as being deployed, or command readiness prohibit it.

100% YES. The mission at hand will always come first before leave requests. You are in the military and should already know this so I will remind you that you are in the military 24/7 regardless if you are on leave or even want to be on leave. Yes it sucks you bought a ticket already, but I bet I bet if you call the airline now they will work something out for you since you are in the military. It is non-refundable, but there is nothing that says you cannot not change plans and use it at a later date. Make the call and remember your job comes first before your vacation.

Yes, the commander can take you off of leave or deny your leave no matter what has happened. Dont try to get around it by using the chain of command either, because that will just cause more headaches than you can imagine. The BN Commander is going to agree with your commander and deny your leave also. The guy at the top of the BN Commander is going to be pissed because of you wasting his time that it is going to get ugly!

yes he can. However some companies will refund "nonrefundable" tickets if you send them a copy of the new orders and show that you had no choice and its military related. Send it to Customer Support at the company you bought the ticket from. It cant hurt to try.

You don't give us any details, but assuming he didn't cancel it because of a dicipline issue or something like that...I would bring it up to your 1st Sgt about already having the ticket. Now the big question...did you purchase it before he initially approved the leave or after? It's possible that your CC doesn't know you have tickets and may still be able to authorize your departure. Talk to your 1st Sgt!

yeah. I was that boat before. Commander approved leave, someone else need to be off to see birth of baby. I go to work like usual and the redlight district had to wait another 2 months.

the truth is that he can actually deny every time you request it but if he has approved it...but if his reason for canceling is not good enough you can always request mast and tell them the reason you have your ticket its because you were already approved...so your best bet is to keep taking it up to the chain of command so if your company commander denies it keep going up to the battalion commander they will always be happy to take care of your problem...
