You will never get a straight answer to this. You will get the free will argument, or the no god argument, but nothing straight. If you do it will be some obscure quote, taken out of context by someone who was told what to think by their BAAAAAAAAAHPTIST minister.

Here are a few thoughts for you. Let's say you're right and a person's destiny cannot be changed who's to say that something they do or touch in this world isn't a pivot point for someone else towards heaven.
The future isn't written in stone. It can be changed at any given moment think of a rat in a maze now rig the maze walls to change if the rat crosses specific pressure plates ultimately changing the location of the exit to the maze.
Don't like that idea try this one:
There is a theory that there is an infinite number of parallel universes just like this one except only few slightly differences. While a person may possibly be predestined to hell in this universe perhaps in one or even several other universes they are destined for heaven.

God has an infinitely large and understanding mind, and the bible says the reason we even exist is so God could give us the choice of whether or not to serve him. So to me it seems that God would not know which choice we would eventually make. Instead he would know every the path our life would take for every possible decision we could make about every choice we encounter. It is like each choice is a crossroad and every decision is one of those roads. God knows where each of those roads lead, but not which one we will choose. I hope this helps, it's what I believe.

God created us in his image...and you're getting into the whole topic of "predestination"...and FREE-WILL does play a big role in all of this...
Read Jeremiah 29:11...than judge for yourself, if it's God's intention that to harm any of his people.
and then, read 2 Peter 3:9 ... and know that the only reason God hasn't returned (second coming) is because: it's his desire NOT to see any perish...that he wants to give ALL enough opportunity to return to him....
But make no mistake: God will return. There are some who will "stubbornly" reject his message...and just like the vine and the branches those 'branches that don't bare fruit will be cast into the fire' ... so it will be with those who reject Christ...
But at least they will have had every opportunity to repent, and it won't be God's fault that they never had the chance..
Sad reality.

God is not some all-knowing- present-past-and-future- diving giant guy with a huge beard floating around in the sky creating and damning souls willy-nilly. Nor is he as he is depicted in the Bible. The Bible may have some truth within it, but there is misinterpretation within it as well.
Hell is just a tool used by the church to use fear to motivate people to believe or burn forever, which is a bunch of sadistic bs.
So the answer to your question is no.

God is not all powerful otherwise he would have no problem keeping his angels in line, proof of this came from several christians, in the story of job, god was proving to the angels (in satans presence) that man would follow him no matter what. God does not rule in heaven because he is all powerful, he rules in heaven because the angels let him.

If a person ends up in Hell, they put themself there by rejecting Jesus. God does not want anyone in Hell. See II Peter 3:9.

My answer to this is an emphatic NO!
But some people do believe this. It's called double-predestination and is seen in forms of extreme Calvinism.
