Charities, are there any in PA that will help my 40 year old broke brother get a knee operation?

He hit a dear with his motorcycle and broke his knee. He can't work and has no assetts. The doctor says he needs screws in the bone or he will never heal correctly. The operation costs twenty thousand dollars and no-one in the family has anywhere near that kind of money.
